If you have the resources, I would recommend get someone on ODesk who has already been developing with Joomla for a while and get it done fast.

It shouldn't cost you much as there are a ton of Joomla developers on there.

Freelancer.com is one of the best places to hire freelance developers, content writers, and even SEO experts. I'm now that great with Joomla, but I can certainly help in developing a Wordpress-based site, as I've extensive experience with WP, and I've built 100s of WP-based site to date.

I believe you can do that by yourself if you have a bit of php and html knowledge. You can use joomla and a professional theme to build a site like that very easily. The starting point would be to look for a good theme that you will like. Search for gaming theme on Google.
