The drop down menus are getting occluded by other page elements. Could the CSS layer be hosed?

What exactly is your issue? Are the drop menus opening beneath other elements? If so, you can fix this by adding a high z-index to the drop menu so that it appears on top. Try adding "z-index: 3000;" to the drop down menu CSS

The problem is with the joomla.org site, not one of mine.

the screen shot you provided shows two back end pages over the top of what looks like joonmla.org and is a user issue and not a joomla.org website issue.
to sum up you have not made you problem very clear, unless its a language issue in which case please find the relevant forum,

Sorry but, no. The screenshot shows a portion of the then current banner on the home page which happened to include images of admin windows. Perhaps you should spend a moment or two to investigate and maybe ask a pertinent question or two before you fire off a glib response.

Regardless, this thread has been overcome by events as the page no longer exhibits the behavior.

My "glib" response after investigation was to indicate as follows;
* no one else on the forums has reported it
* i could not replicate it in anything from IE8, FF 4+5, NS9 and opera 11
* no one in any of the various teams i spoke to about it had noticed or had had the reported "behaviour"

So without knowing the full details of your browser, if it happened only once or every time, if it happened when you moused left, right diagonally or however we (the general population and S&I team who haven't had this issue) wouldn't guess at how to replicate this.
As you say, it is now apparently fixed. if it happens again, then please provide full details of how this happens so it may lead to a solution for all users.

It's happening with me when using IE9... I'm only able to view this new Joomla site using Firefox (those are the only two browsers I have access to).

What happens is when one tries to mouse over the dropdown menus, from any page, the menus 'hide' behind other elements on the page, making it impossible to see everything on them.

Additionally, when attempting to move the mouse to click on a dropdown item that you CAN see, the dropdown disappears from the screen.

I fixed my problem by not using that browser anymore, but the issue still exists. I've attached two screenshots so you can see what I'm describing.

I don't know what this means? How can you approach it from a different angle? You either click a link, or you don't. If you do, the dropdown menu layers under the other elements on the page, making them unreadable. You can look at the photos I posted to see an example of what happens.
