"Batch process the selected users" feature allow an administrator level user to change himself or others selected users to become superuser group instantly .
The only way to disable it is to denied the administrator from accessing the user component but the problem with that is admin can't control or block , delete users anymore .

I've just ran into this problem myself. Is there a permission setting that we are missing? I had to create a group under Super Admins to give our "Site Admins" the rights to add content managers since the default "Administrator" didn't like having access to the user manager, but the batch processing gives them the right to just make themselves super admins.

Not good.

Does anyone know if batch processing of users can be disabled entirely?

Just update all extensions and version and database to ignore it
