Are you developing a multi-lingual site? If not, please do not enable the plug-in "System - Language Filter".

Suggest reviewing the muli-lingual tutorial-cum-demo site
http://multilingual-joomla-demo.cloudaccess.net/en/multi-lingual-steps-by-steps.html. Being a demo site, you could even log into the back-end of the site and understand how things are setup.

If you are developing a multi-lingual site, if you want the default language to be Traditional Chinese (Taiwan), in the Plug-in Manager, for the plug-in "Language - Filter", for the option Language Selection for new Visitors, choose the value Site Language.
