This is probably the wrong section to ask this question in but I really don't know where to ask:

What is it called when you move your mouse over a text/link and a window pops up even without clicking it? Then when you move your mouse away the window goes away. I want to ask our Joomla developers to add this feature on one of our pages but I don't know what it's called. Please help

Also, could someone give me a link to a page that has this so I can show it to my developers as an example?

you are not talking about popup links you are talking about info links and you cant just put in info links all by yourself these links work like google adsense you have to first get approval.

What you are referring to is often called a "tool tip". See this section of the JED:
