User Group's Admin Control Panel is Empty (no menu, no mods)

I'm trying to give one of my user groups access to edit and add articles in the Joomla backend, however when I log in to the administrative backend the control panel is empty. Screenshot:

This particular user group is setup under the Public user group category.

The global configuration permissions are:

And the article permissions are:

I am completely at a loss for what's wrong. It's quite possibly some little setting I have wrong, but I couldn't find anything on the forum to answer my question. Any help is massively appreciated!

Have you added the group to the 'Special' access level?

If you haven't, then do it. All backend modules require the 'Special' access level to display anything.

Ok, I did that, but it then gave that user group access to everything like a super user, ignoring the permissions I'd previously given it. Do I have to now go in and change the permissions for all the components now that I've done this? Seems like there should be a better way...

You need to take away those global configuration permissions. They only need "Admin Login" from it.

Edit: only the Global Permissions, not every component no

I just figured out the better way I was looking for!

I had the permissions in the global configurations set to allow which was causing the open access (I somehow missed this step earlier). I changed them to inherit and then made the article permissions "allow" and now it works just how I wanted.
