Hi,
I would like to have users administrators for each language of the site,
is there a way to lock (or pre-select) the language of any element (menu items, categories, sections, articles, modules, ...) in backend so that the user cannot update other languages then its one ?

It would be nice that the ACL and permissions were tied to the language ...

This is impossible at this stage.
It would require creating new assets.
maybe for 3.0 :)

I don't know enough about the API but:
if I can get the base language of the user I think that I can modify the code that generates the <select> of the language to be always pre-selected with the user language :geek: as it happens when the backend keep in session (I suppose) the language previously used to filter contents ...
