You can do this already - if I understand what your brief explanation is saying ;)

Go to Extensions=>Plugins in the Administrator and scroll down to the TinyMCE Plugin.

Click the name to open it.
In the top right is a Variable called Functionality. It will show Advanced.
Click the drop down arrow and select Extended.
Click Save and Close.

Reopen the Article and the editor should now show a lot more buttons. Two of these are like pieces of chain one is "connected" and one is "broken". These help you create/edit links or remove links respectively.

Sorry - should of placed in more detail

Currently Joomla 2.5.4 is running Tiny MCE 2.4.9

How can I upgraded to Tiny MCE 3.5

The new Tiny MCE has added an new icon for adding documents

The user clicks on the icon that then allows you to select a PDF from your computer and add it into the article as a link

The above is available in other editors, but I quite like Tiny MCE and it is standard with Joomla

Kind Regards

I believe that it would require changing in the core release of Joomla itself - other than creating a completely new editor plugin etc. Otherwise, if there were any future changes in this area during core updates, it would simply overwrite the changes you made. I don't believe there is any way to aid overrides in this situation.
Perhaps it would be a good idea to raise it in the ideas forum for future release update just in case Devs not aware of its release - although they are pretty switched on to such things ;).
Perhaps, there is a way to develop something as an editors-xtd plugin to add just this function, but IANAD! (I am not a developer!)

Edit Would just add that current version is 3.4.9 and not 2.4.9 in J2.5.4;)

They are regularly updated within the core 2.5.1 had the older 2.5.7 version of TinyMCE so it is just a matte of patience, and manually uploading the files/creating the links until then.
