I tried to add Terms of Use at Footer. Here are the steps I followed:
1, Create a category
2, Create an article for contents of Terms of Use, and assign the category to the article
3,Create a menu, and a menu item, and link the menu item with the article
4, Create a custom module and insert a link to the menu item
5, Set position of the module to Footer

Results:
1, the link appears in Footer, but when I click the link, the web page keeps the same without the article displayed. The page was refreshed, but no article displayed
2, after clicking the link in Footer, the url appear in browser address pointing to the article

Environment: Joomla 2.5.6

Thanks for your reply. I am using localhost.
I also tried to use menu module linking to the menu, but did not work.
Can you point out some possible solutions?

What happens if you click on the menu item you have created to show the concerned article?

Thanks for your response.
When I clicked the link in Footer, the page would refresh, but the same page stayed.

I actually uninstalled XAMPP and deleted the whole environment, and installed XAMPP and Joomla from scratch again. So, I had a clean environment. I followed the steps again, and got the same result. All permissions are default.

If I put a link pointing to www.google.com in the custom HTML module, the link worked, but the link did not work when it pointed to the menu item which links to the article, or I put the link point to the article directly.

Is it related to the port I use? I use port 81 for Apache, instead of 80, because system uses port 80

Since you have created a menu item, what happens when you click on the menu item?

I created a menu item, but it belongs to a menu which is hidden. So, I cannot click the menu item. But, when I change the menu item to a menu which is assigned to a position on main page, the menu item is visible and clickable. After I click the menu item, the page seems refreshed, but keeps the same page without article displayed, just like I click the link in Footer
It seems like there is a setting, which I did not configure.

I am on localhost.
Right now, there is no other menu items - I am trying to build things starting with Terms of Use.
Can you point out some directions, which I can try?

If I go to Article Manager, for that article, number of Hits is increasing once I click the link in Footer. So, it seems the article is visited somehow

In the Global Configuration, in the section SEO Settings, turn off the SEO settings.

After this test how things work.

Are you using one of the default templates of Joomla! such as Beez-20? If not, use the template Beez_20 and see what happens.

I wrote my own template actually, which seems not working well:)
I used Beez 20 without assigning the article menu item to the template, Home page still shows the article;after I added the custom HTML module to Beez 20 Footer and I clicked the link in Footer, the page url will change to one with correct itemID, but the page contents are the same - displaying the article.
So, now, with Beez 20, no matter whether I put HTML in footer or not, the article will be displayed; with my template, no matter what, it's not displayed

I will compare the two templates to find possible solution. At the same time, could you point me a direction - why one template does not display an article?

I also added a Login module to leftcolumn. There is no response when I click Create an Account. The url was changed, but no new page or window popup.

I created another article, assigned a category to the article, and point the home menu items to the article. When clicking the home menu, the article will not display. Home menu is default menu item from Joomla. When going to Article Manager, it shows that the article was clicked multiple times. So, just like the Footer article, the article is visited, but does not show up
