It will be disabled by default in 3.9.27. Including existing sites updated from older versions.

I understand that FLoC will be disabled by default with J! 3.9.27 but that was not my question. According to the minutes if the OSM Board meeting of 10 April
I would like to know if the Production Department's decision w.r.t. FLoC applies to the current J! 4 beta and/or J! 4 RC?
- Google is looking to introduce Federated Learning of Cohorts (FLoC) as an “alternative” / complement to cookies. The Production Department is looking into a way to support this feature but have it disabled by default for a release of Joomla! 3.9.27.
- The Production Department is working on scheduling the Release Candidate on Joomla 4.0.

There are no FLoC settings in Global Configuration for J! 4.0 RC1. There's no mention of FLoC in J! 4.0 RC1 in htaccess.txt. There are no post installation messages in J! 4.0 RC1.
Unless someone can tell me otherwise, FLoC is not disabled by default in J! 4.0 RC1.

The changes to implement the FLoC stuff have not YET been merged upstream into J4

Thanks, @brian. We'll see how things pan out before the next RC release in a couple of weeks(?).
