As representative of GIA community - http://www.gia.ge/portal/index.php?langid=english i would like to contribute Joomla Georgian (ka-GE) translation.
BTW, congrats - its [may be only] one of the best CMS in the world for nowadays
We already have Mambo translation - http://www.gia.ge/demo/mambo and translation for Joomla 1.0.12
So... here comes questions:
1. is it any special procedures for accredited translation?
2. any experience/tips for [possible] easy leverage from above mentioned translations?

The "locale" in the xml file should list all locale(s) available, the utf8 ones listed first.

Hallo everyone again - can you write how to strat translating, here is too many files that I downloaded, but dont get which one is 1.0.12 and which one 1.15,
and if it will not be hurd for you please give use a detailed description how to translate - I mean where to put files and things like that.

You must extract it in /languages/ka-GE folder and set it from admin
2. Georgian langpack for Joomla! version 1.5 Beta2

You can install it from admin - Extensions=>Install/Uninstall
As for translations - great and thanks - i'll provide more "extended" instructions this evening
