Edit the original Registration Form Text

I want to keep the original Registration Form for new registered users, but want to edit the text 'Fields marked with an asterisk (*) are required.' to:

'Only paid ELOC Members may register, if you are not a paid member of ELOC your registration request will be rejected.  Fields marked with an asterisk (*) are required.'

Where is this text held?
