We'd like to be able to put full html, or at least form and input tags, into content.  But currently, these tags simply get filtered out.  How can we get these items to remain?

(Specifically, we are trying to add a PayPal button to one of the content items)

Two options:

1. Switch off the TinyMCE editor and write raw HTML (Site > User Manager > Clcik on the user you have and choose no Editor)

2. Switch off HTML filtering in TinyMCE mambot. (Mambots > Site Mambots > TineyMCE > Code Cleanup)

The 2nd option might still actually filter out your content, please test. What I would do is do most of your normal WYSIWYG editing with the WYSIWYG editor. Once you are ready, switch off the editor and drop in your own HTML besides that which already exists.
