http://help.joomla.org/content/view/1938/302/Given that PHP 4 has been EOL with the EOL being 12/31/2008, I would list PHP 5.2.1x (i.e. .10 .11) as the minimum recommended PHP.
I would also recommend adding a note that PHP 5.2.11 or PHP 5.3.1 are the required versions if one wants to clear current PCI compliance scans.

If the party doing the installation on a local host has
some system administration skills, then that works out ok.
However, from reviewing the various installation problems reported in the forum, I see a lot of people who have trouble with the local installation on the foundation of not knowing how to install or set up mysql locally, how to set up PHP to work with Apache locally, and so on.
I'm not sure of the answer as that relates to
http://help.joomla.org/content/view/1939/302/ other than maybe giving a warning that the local host installation does require at least some system administration skills; and if those skills are lacking to try a remote installation with a hosting provider who can hold their hands.
