Hi, what do you mean with "submit"? Do you mean, how to install the language file in Joomla!? If yes, it depends on the language package, some can be installed by Joomla! extension manager, some must be extracted and copied by FTP to language/xx-XX and administrator/language/xx-XX folder.

Whois tells me you may come from Pakistan. Are you making a specific language pack for Urdu (or other language spoken in Pakistan)?
As we have no Translation Team for Urdu as far as I know, I can redirect you to the Translation Teams Coordination which will help you create and maintain such a language pack.

A Language pack should NEVER be extracted and copied via FTP. This was only OK in Joomla 1.5.

Not sure if I understand correcly, I just install the language files per FTP in Joomla! 3.8.8 and they works as expected. I don't know any other way in case both INI files do not have any installation manifest XML file?

Is there some specific problem regarding FTP copying? (Now I am speaking about INI files without XML, of course if the ZIP is complete, it is easier to instal it in Joomla! Extension manager) :idea:

Adding some ini files in an EXISTING language folder is different from installing a full language pack with its pkg xml and both the xx-XX.xml and install.xml per location.
The latter needs to get its manifest in the db to be able to be uninstalled, updated, etc.
Also we do not accept anymore packs containing only an admin or site part.
The issue is not that Extensions => Install is easier or not.
