Can you share the solution with everyone in case someone else comes up with the same problem?

oh yes

JUST USE

TYPE THE CSS PATH OF YOUR CSS FILE THAT U WANT TO USE FOR IE

THESE ARE KNOWN AS CONDITIONAL COMMENTS

I USED THEM AND THUS NOW I CAN USE ONE CSS for IE and the template_css.css for the rest browsers

Best of Luck
