A question about Frontend Accessibility

anyone knows is the front end can edit menu or not, is there any many way to allow the front end administrator be able to edit the menu item.

Publisher is the highest "front-end level".
There's no way with the current Joomla to edit any menu at the front-end.
You can do that from the back-end only (as Manager/Admin/SuperAdmin).

Maybe there's a extension that offers you the functionality that you are looking for.
I don't know any though, so please use the search option at http://extensions.joomla.org/
