Can Joomla validate HTML 4.01???

Can Joomla validate HTML 4.01???

I am quoting a large web project for a medical company. They want accessibility according to W3C WCAG 1.0. As such they are saying the Joomla site must validate HTML 4.01. Isn't Joomla written in XHTML? I am assuming that my client to be is a little off here because all of a sudden he wants the site accessible and he is babbling about HTML validation not XHTML. There is no mention of 508c in his RFP either. Is it possible to validate Joomla with HTML 4.01?

Also regarding Accessibility version of Joomla what is the main difference between it and the regular Joomla?

Before I open my mouth with the client I need to check my facts. Any insight would be most appreciated.

Hello
I too would like to know if Joomla can validate, i did a validation on http://validator.w3.org and it came up with alot of errors on my site, should I use there recommendations to change the code in joomla on my website ???
