i have hebrew enabled on my site, along with alias and SEF. for some reason none of the links (not the original ones to template articles nor new ones that i create) work, as if the page doesn't exist under the name the link uses.

disable the SEO in the global config.
see if it helped.

if its ok now,
you need - before enabling - the SEO again to rename the htaccess file from htaccess.txt
to .htaccess

then enable the seo again

check if it helped

i’m hosted on godaddy and when i use their file manager there is no htaccess file listed

httaccess is a hidden file. So you need to go to legacy control panel and click show hidden files.
