where to find lithuanian.php iso-8859-1 encoded?

I'm sorry if I write in english, but I'm not able to speak lithuanian.
I'm building a multilanguage website, using joomla 1.0.15 and joomfish to switch languages.
All other language are encoded with iso-8859-1, but the lithuanian language I found on Joomla extensions is encoded with utf-8 and it causes problem showing some special characters. I think that using a lithuanian.php encoded with iso-8859-1 will solve my problems, but i don't know where to find it...anyone can help me?
Otherwise anyone knows how can I use different encoded languages on the same website?
