Piloting free and Open Source Software (FOSS) using Open Standards in e-Governance Applications for Local Government Units (LGUs), Manila, Philippines, March 7-8, 2007

The Joomla! team has been invited to speak on the national conference on FOSS and E-Governance in Manilla, The Philippines. The conference is envisioned to showcase the various FOSS applications developed for and used by local government units in the Philippines, and to discuss issues related to this process as well as to the adaptation of FOSS in supporting good e-governance. The two-day conference will bring together key organisations and experts in various strategic sectors in information and communications technology, development work, policy and local administration.

Johan Janssens will attend the conference, his talk will explore what government and civil society can learn and gain from the experiences of successful global and multi-cultural FOSS initiatives like Joomla! The conference is funded by the European Commission. Our thanks goes to the organizers for the invitation and to the European Commission for their support.

Plenary 1: FOSS IN E-GOVERNANCE

Through various panel presenters, this plenary will tackle the following themes:
(i) What e-governance is and how it works
(ii) What FOSS is and why Government should use it
(iii) FOSS and local governance

Session 1: Obstacles and gaps in building e-governance Philippine-style

This session will tackle the short-term and long-term challenges in building e-governance in the Philippines. While acknowledging that said challenges are manifold, the session will attempt to distil the more policy-oriented obstacles and gaps. Possible presenters can come from NCPAG and NCC.

Resource Speakers:

  1. Erwin Alampay – Professor, Assistant Professor, UP Diliman – National College of Public Administration
  2. Grace Martha T. Amberong – Group Head, Portal and Applications Development of the National Computer Center; and Project Manager, e-Government Portal Project

Session 2: FOSS 101

This session is for participants who want to gain a more comprehensive understanding of Free and Open Source Software, and its relationship to broad development concerns.

Resource Speaker: Yolynne Medina – IRC channel consultant, IOSN ASEAN+3 sub regional node

Plenary 2: FOSS APPLICATIONS FOR EGOVERANCE - the IPD-EU FOSS EXPERIENCE

This plenary will highlight the experiences of developing and using FOSS application for e-governance. The recommended panel speakers are the project manager of the IPD-EU FLOSS Project, and two LGU pilot implementers of the IPD-EU FOSS Project.

  1. Dr. Emmanuel Lallana – former Commissioner of the Philippines Commission on Information and Communications Technology, and newly-appointed Project Adviser of the UNDP Asia-Pacific Development Information Programme (UNDP-APDIP)’s Government Interoperability Frameworks (GIFs) Project
  2. Rep. Teddy Casino – Party List-Elect Member of the House of Representatives, author of FOSS Bill

Session 4: Building sustainable constituencies for using FOSS in e-governance

This session will aim to come up with strategies for building sustainable constituencies for using FOSS in e-governance. The session will also attempt to engage FOSS users and developers in discussing software supply and demand issues: what does government require and how can the FOSS development community respond in a sustainable way.

  1. Dr. Eloy Marcelo – Manager, UNDP-IOSN ASEAN+3 Sub-regional Node
  2. Mr. Dominique Gerald M. Cimafranca – independent FOSS Developer, BUKAS founding member, villageidiotsavant
