I have an addition for the Web Server Packages section:

I also have an addition for the File Archiver / FTP section:

Total Commander for Windows (shareware license)

Includes an excellent file archiver (zip, arj, tar, tgz etc.) and a great FTP client.

I found a nice little webpage that creates a favicon for you from any image. I know there are other tools, but this one can have your file in 2 minutes.
