[SUGGESTION] Extensions request area

It would be very useful to have a public area in the JED where users can submit requests for extensions that don't yet exist. This way, all developers could see the list of which extensions are most requested and might decide to develop and publish them on the JED.

It would also be useful to have an up-voting/down-voting system to evaluate which extensions are most requested by the community.

I often hear people say that they have used other CMSs because a certain extension for Joomla didn't exist... This could help address this issue and significantly increase Joomla's popularity and usability.
