"Install from Web" not working and JED not working properly

"Install from Web" not working and JED not working properly
Joomla 3.9.23. If I click Install from Web in extension manager, I get message "Can't connect to the Joomla! server. Please try again later. "...for weeks. And when I try to access Joomla Extension Directory from Firefox, Chrome or Safari, it comes up in outline form, with no way to browse actual extensions.Please help!

Supposed that the JED was temporary offline.

Hi,
The "Install from Web" is managed by the Production team. IFW pulls data from JED, but it works independently from the directory.
I think that it is better if you report the issue as a Joomla bug here: https://issues.joomla.org/

Thank you Anibal, this is getting circular: I tried clicking the link you gave me, and it took me to the same list that I quoted above, although the address line said "issues". I would be happy just to get into JED directly from the browser, but I only get that list, and none of the links in it take me to anywhere useful. I've tried in three browsers. What am I missing here? Many thanks,

@NickyM39, it looks like your browser or firewall is blocking the CSS files of the Joomla Extensions Directory (JED). Browse to JED, load Developer Tools (F12) and check the errors. Post the messages here for advice.
The plugin Installer - Install from Web v2.1.2 works perfectly all right in Joomla 3.9.23. However, there are clearly issues in the infrastructure and/or the installation of some individual extensions, tested just a moment ago in an out-of-the-box Joomla 3.9.23 on localhost:
An attempt to install JCE v2.9.1 failed with the following error messages:
"Warning - Error connecting to the server: OpenSSL SSL_connect: Connection was reset in connection to github.com:443"
"Error - Invalid URL - Unable to find install package"
Phoca Gallery v4.4.0 failed with "Error - Unable to detect manifest file."
On the other hand, it was possible to install Akeeba Backup v7.5.0.1, AcyMailing Starter v5.10.18, Advanced Module Manager v7.14.1 and Ozio Gallery v5.0.4 all right using the tab Install from Web.

This is a separate issue and could be caused by the firewall or restrictions in the web server. Again, go to the page and load Developer Tools (F12), then go to the Network tab and try to reload the page. Make a note of the failed URL and then contact your IT or hosting provider.
