Hi,

After adding the content in the context manager, how to specify the URL of the new web page?

you have to search the item id and build your url like index.php?com_content...

Where are you trying to "add/specify" the article URL?

If on a menu, just choose the content type of Article and set which article the menu item points to, if in a link elsewhere, the quickest way is to either add the article to a temporary menu to get it's full address or simply work out it's section and id and place them in the default URL style.
index.php?option=com_content&view=article&id=72&Itemid=80
