Proposed Joomla User Manual

I propose to create a new Joomla User Manual aimed at Joomla 4 and later by creating new documents from merged and revised existing tutorials and similar documents from docs.joomla.org. The initial list of sections and contents is available here:

Amongst other things I propose to simplify translation markup by having only one pair of <translate>...</translate> tags at the top and bottom of each document. Segmentation would then occur naturally at blank lines.

The objective is to create something that can be delivered either in the Wiki or in Joomla or in Docusaurus (or anything else).

@toivo Thank you for that. I have put the J4 link in Configuration next to the one on using GMail with the intention of merging them into a single article. There are a lot of links to J3 articles where there are no J4 equivalents. Again, the intention is to produce new revised versions for J4 only.
