Joomla! Festival

Hi,
I'd like to have some clarifications about the Joomla! Festival events.

What is a Joomla! Festival? what type of event is it and what's the difference from a JoomlaDay?
Joomla! Festival is categorized under "Joomla Conferences". Is it an event that should be organized every year in a different country, as the Joomla World Conference?

This type of event is listed in the charter

Where the charter says:

"An Official Joomla Event may be organised on a national, regional, or city basis. There should be only one Official Joomla Event each year in a given geographic location, but there could be several in larger countries such as China, Canada or the USA"

and
"Two different teams will not be allowed to organize two Official Joomla Events within the same country/region/city during the same year. "

what does it mean? that during a year can be organized just a JoomlaDay, or can be organized one for type (a JoomlaDay, a JoomlaNight, a Pizza, Bugs, and Fun and a Joomla Festival)?
If one for type, can they be organized by different teams?

I'm trying to understand better, because in the charter is not specified what type of event is a Joomla! Festival and I would like to know.
As I wrote, I need some clarifications, can you help me please?
