All site went out of encoding after transfer to new host

All site went out of encoding after transfer to new host

Hello and thanks in advance for your help everyone

Recently i have moved to a new hosting provider the whole site.The site includes a joomla 1.0.15 installation and an smf 1.1.4 combined both with the bridge of joomlahacks.In the old server everything was running smoothly.I transfered all the files of public_html to the new server also the database as it was.The problem is now that when i patch the files of joomla everything goes out of encoding displaying nonunderstandable letters.i have searched everything and i found that this is caused by the different collation in the database.Joomla is stored as latin1_swedish and smf as utf8_general_ci.Since in the previous host the same settings were used i am thinking the problem is of the new server and especially that of php.ini.Since it has an option for using php 4 or 5 i chose 5 and put in the root folder of the joomla installation a modified version of php.ini.In mbstring it was saying japanese instead of utf8.I don't know though if this is the root of evil.

I am showing you both sites if the old one is uncomprehensible set encoding to greek
