Urdu Language Pack

There are two files for Urdu language:

I can install the second of them, but how can the first file be installed and what is it for?

The first one is used in the Joomla! installation package. You need not or will not be in a position to install it. It gets bundled with the Joomla! installation package. When you are installing Joomla! and select this language pack, you can install Joomla! using Urdu.
