How to replace missing files when they don't exist?

public_html/administrator/js/dhtml.js

the file does not exist. how do I make it exist? I downloaded joomla again, unzipped and can not find it

I am relatively new to this and am afraid to even post question(s) here because of some attitudes i have read from the "pro" >:( - doesn't look like hes in here, so hopefully I will get some patience and help.

That file is not part of the default Joomla! installation, also there is no /administrator/js folder in a default download. Why do you need that file?
