position: fixed; in IE, css only, no javascript impossible??

Hail all css guru's out there
is there a way to make fixed positioning in IE possible? why do God create IE........ :'(
i've tried severat technique like using java script aven dhtml
is there a pure css fixed positioning technique that i miss? give this poor guy a hint on the right direction, please  :-[

my book says it can be done, take a look at

it also mentions that the simplest use the "star html hack"

so you may want to google on that.  ;)
