sign "website disable"

i want to ask guys, why my joomla there is sign "website disable"? what meaning of these? how to fix it?
please i need the respons

Do you have the URL? It sounds like your host has blocked your site and you need to talk to their support.

@toivo: looking at the site—../language/en-GB/en-GB.xml—it appears to be J! 1.5.15.
