Encoding problem in UTF8 after changing server

Hello!

I just changed the server of my Joomla 1.5.24

The website works well, except for an encoding problem, with "?" instead of accented characters.
The old site was in PHP 5.6, like the new one.
The MySQL database was in UTF8, like the new one.
The accents are correctly displayed in phpMyAdmin.
The charset is defined as:

How can this problem be solved???

Without wishing to appear rude, there is so little content on the site you could rebuild it new in the latest joomla 3.9.8 in a couple of hours. Your site has a very vulnerable version of joomla that is years out of date.

Yes I know, but I just got the hosting management of the site for a customer, I do not have the budget to rebuilt it...

I redid the export / import of the database, I do not understand why there is this encoding problem, although everything is in utf8 (database and page charset). Can it come from the server ?
