extremly slow editor loading

Hello,
I would like to ask for advice.
I have a huge difference in the speed of loading wysiwyg editor (JCE) between the Administrator account (about 7 seconds) and other users - editors (about 25 seconds). I also tried to measure this with the default TinyMCE editor and the result was similar - simple editor is loading faster, but the difference between the Admin and the others were still noticeable.

Does anybody know what's the reason? And most important, what to do about it?
