no xml file found when upgradeing 1.5.14 to 1.5.23

no xml file found when upgradeing 1.5.14 to 1.5.23

I have been trying for days now to upgrade my joomla 1.5.14 to 1.5.23.
Steps I have taken:
1. created a test site on my localhost
2. navigate to the 1.5.23 upgrade page( http://joomlacode.org/gf/project/joomla ... ge_id=5848 )
3. copy this url (http://joomlacode.org/gf/download/frsre ... ge.tar.bz2)
4. on the extension manager install page in the admin portion of my test site I paste the url in the install from URL tab and click install.
5. It replys with "Error! Could not find an XML file in the package" it also says below that "unable to find install package"
I have read documentation that hasn't helped here:

I also found this in another post on a similar subject and modified it to my versions

I then tried to use it in the package I downloaded but I dont really know what i am doing so that didnt work out to well.
I have also tried the other options of install from Directory and upload package file

The question is:How to upgrade from joomla 1.5.14 to 1.5.23? or how to solve the missing xml file issue?

I think, question is ... how to upgrade or make website in Joomla 3.1.1

Install Admin Tools extension and use it to update your site. Make sure you have a site backup first, the Akeeba Backup extension is best for that.
