Site Down For Maintenance Page

I'm sure this is probably posted already but since the search feature is not working for me I have to post it.

1. Can someone please tell me where to change the message that appears on the site offline page. It currently reads: "This site is down for maintenance. Please check back again soon."

2. Why is there an option to login on the offline page?

What page is displaying the message and the logo? I need to change some things.

look at /templates/system/offline.php

Also for those that might not know. The text area is changeable under the site configuration page and it is <html> compliant. So you can add lists and everything. Very nice and useful for quick edits.

Hi. i am completely new to Joomla.
I downloaded joomla 3.4 via my webhost. First time i wanted to enter this appeared:
"This site is down for maintenance.
Please check back again soon."
I was able to log on though, but the site only says: "Home. Log in form: Hi Super user" etc.
There's no navigation bar or anything. The site looks very empty.
I don't know how to edit in html or anything.
I have read the faq's and the absolute beginners....
Should I delete the installation and try to install an older version, or what?
Any help much appreciated!

It seems like for a while I'd make changes and then my Joomla site was down. Finally, I found a developer that helped me solve the problems and I could turn to him whenever the site broke down again. [removed]
