control access to website/administrator

How do I control the access to the administrator login page based on clients ip addresses?

I have a Windows 2003 server with Apache installed.

I also wonder if it's possible to rename the administrator folder to prevent unnecessary login attempts?

Currently, t this time it is not feasible to move/rename the administrator directory, although technically possible.

Protection maybe achieved by use of Apache .htaccess files or windows ACL's (although extremely difficult) Google and/or the Apache website can provide additional information regarding the .htaccess options and MSDN for Windows options.
