Upload permission

When installing and uploading files through Joomla it sets the permissions to 755. In the old version there was a way to change this. I need the ability to change file/folder permissions because it wont let you when doing it through the system. How can I change this?

The mechanism within 1.5.x to overcome the inadaquacies of the server configuration is to use the newly implemented FTP Layer and allow Joomla! to install files via FTP rather than a poorly configured WebServer or PHP.
