I don't think (and that's my personal view
) that there are "best" values for those settings. Its often down to a matter of personal choice or what is appropriate for your particular circumstances. If your site's content is constantly being updated, then lower the Cache Times (15 or maybe 10 minutes) may be be suitable. On the other hand, if your site is not too busy then enabling cache may not even be necessary.
There is a security element associated with Session lifetimes so it not a good idea to set that value too high. However, I do find the 15 minute time outs a bit of an annoyance so I usually increase it to 30-45 minutes on occasions. Please be aware of the increased security risks involved though, if you choose to raise the value.

Does the session lifetime have an impact on server performance. I have two sites on a dedicated server and it has been down the whole day due to an increase in traffic from a promotion.

session time is for your session only not much related with the performance
