Clear your browser cache, maybe something in one of your other extensions like kunena or things like that have this anti flooding built in.

What third party extensions do you have? Many of them have this built in protection for forums, comments, and etc.

These are my third party extensions: Akeeba Backup, AllVideos (by JoomlaWorks), CU3ER, Edocs - Embed Documents, eXtplorer, FaLang, K2, OSE_ANTIVIRUS, osefileman, Qlue 404, RSFirewall!.
I have no idea which of them causes the problem. Can you help me, please?

Check OSE_ANTIVIRUS, RSFirewall, and k2 comment settings for this type of "flood protection".

Unfortunately the first two are ones you'll have to comb through slowly to identify where these settings could be. If they are commercial ask for support from their teams regarding these settings.
