GDPR - Joomla 1.5

Is there any working GDPR or at least cookie consent solution for Joomla 1.5 where the users can opt-in/opt-out?

Not likely. In terms of Software Development Life Cycle (SDLC), Joomla 1.5 had its End of Life six years ago in 2012.

I'm sorry, but the question was, if there is some working GDPR extension for Jommla 1.5 and not when was ends SDLC for Joomla 1.5. I use Joomla 1.5 too and I need this solution too. I don't need newer Joomla 'cause the old one works fine for me. I don't need Atom Powerplant. I only need an candle to have light. So just simple solution to show that stupid EU notification and some button. And so

ok let me phrase the answer in a different way.
there is NO known extension for GDPR /WP29 compliance most likely due to fact that joomla extension developers keep up to date with current trends and software developments. They wont develop for defunct software

You may as well ask if there is a GDPR plugin for FrontPage or Multimate or Dreamweaver which all work fine but are not fit for the modern world.
adapt existing forms on your website to attempt to be compliant. its possible.

There is still some hope for a cookie control extension for Joomla 1.5 because richeyweb.com is working on backporting at least some of the functionality from the 2.5 version:
