Search Engine Submission and Ranking HELP

I was wondering if there are any "secrets" to getting a Joomla website to get a HIGH RANKING for Serach engines such as Google or ask.com??

This was never a problem when I just did basic HTML sites, but with Joomla being different, I am not sure what the best method for ensuring high rankings might be.

I know that there is a place for "meta tags" in tjhe global configuration and also for each indiviual content item, but even though I have done this, I still seem to be having a problem moving up in the rankings.

Would anyone have an advise for how to get my Joomla websites ranked higher?
