Websites load very slow and I usually get the error "The connection was reset" or "Your connection to this site is not secure" error most of the time with the page not loading. I usually have to refresh few times just to get a page to load.

I tried to attach these files but this page would never upload an image just went to the error :The connection has been reset.

1. The front end of my site showing the browser has a secure connection after a few refreshes.
2. My Joomla administrator login when I didn't keep refreshing the page and it has a message by the URL box that says "Your connection to this site is not secure".
3. These Joomla forums not loading with the "Your connection to this site is not secure" message.
4. These Joomla forums loading after a few refreshes.
5. [youtube] loading just fine. (almost always loads but occasionally needs just 1 refresh)
6. Gmail not loading with the "Your connection to this site is not secure" message.
7. My connection with a white shield over the connection (not yellow in the toolbar) with exclamation mark.
8. DNSCache can't be restarted.

What I tried:

Did a complete Windows Reset
Ensured using updated Network Card Drivers
Used Windows 10 Network Reset
Changed DNS on connection to Google's public DNS 8.8.8.8 / 8.8.4.4
Ensured both IPv4 and IPV6 were checked
Unchecked IPV6 leaving only IPV4 enabled and rebooted
Logged into a different account on the computer that was just a clean install of Windows 10
Cleared All Browser Cache
When clearing the cache didn't work I reinstalled all browsers.
Tested on Firefox, Edge, Opera, Chrome.
Disabled metered connection.
Rebooted Into Safe Mode + Networking
Ran Command + ipconfig /flushdns then rebooted
Turned off firewall then rebooted
Set firewall to default then rebooted
Scanned drive with Windows Defender
Scanned drive with Malwarebytes
Rebooted ensuring no antivirus software was running
Checked Internet Options to ensure no proxy was set, automatic detection
Ran Network Troubleshooter.
Checked to make sure there were no hardware conflicts in Device Manager.
Toggled off the network adapter being able to power down the computer.
Checked for disk errors.
Enabled/Disabled VPN
Tried turning on/off prefetching in all browsers (Opera, Edge, Chrome, Firefox).
Disabled Windows Update to ensure that wasn't interfering with the browsers loading.
Disconnected from primary Internet connection and tethered my phone for portable wifi

Ideas?

Not related to Joomla or Joomla! forum. It could be an issue either with your infrastructure or with your browser. Try a different browser and check the settings.

Shot in the dark- The latest win 10 update has caused many people to have internet connection problems amongst other problems.
