In the forum you wish to ask in (on topic with the subject you wish to ask about) Click the orange "New Message" button. If replying, click "Post Reply" or the "Quick Reply" box at the bottom of the discussion. You can use the Full Editor and Preview mode which gives you some tools for text styling (bold, underline, text size etc).
