Hello ..

I'm trying to verify my website in facebook Ads Manager, I choosed "Updated the DNS TXT record with your domain register".

facebook gave me this instruction "Go to your domain registrar, log into your account and find the DNS records section".

Where can I add the DNS in my Joomla domain, please ?

The instructions, Add a DNS TXT entry to your DNS record to confirm ownership, require you to access the console page provided by your domain registrar, the company managing the domain name of your website in the Domain Name System (DNS). Select the option Zone Manager and add a zone record called TXT Record, based on those instructions given by Facebook.

So, I should do that from the domain host (Godaddy) , not from the Control Panel of my website. Right ?

Yes, if you bought your domain from them. Please note that the domain registrar may not be the same as the host who provides your web server. Definitely not from Joomla.

Use WHOIS to find out about the registrar, just in case.

Upload an HTML file to your root directory

Download the HTML verification file that's linked on your Business settings screen. Remember, don't make any changes to the file after you've downloaded it.
Upload the HTML file to the root directory of your domain.
Go back to Business settings, and click on the link in step 3 to confirm that you can see the verification code on your website.
