I'm looking at Google Cloud right now; are there any less expensive options?

Google Cloud seems to be a "Pay for what you use" not a monthly set fee.

Start investigating the usual services - search GOogle for "Linux Web hosting" (that's usually typical for Joomla).

You could also start with a free site and see how it is for you. (https://launch.joomla.org). Provided by CloudAccess. While the free site is limited in resources, their paid plans might suit you (for shared hosting) but it depends on what you need - VPS, shared or dedicated hosting?
