can i use 1.5rc3 chinese pack in 1.5 rc 4?

That pack is for site only.
Yes you can use it, but some strings will be missing/changed.

what strings is missing/changed in 1.5 rc4, maybe i can help in translation for chinese.
i tested the 1.5rc3packs in 1.5rc4, the feed entries name does not change into chinese word....
is the feed entries string name changed?

I had the same problem for RC4 - there are at least 136 new, deleted or renamed string Id's and a bunch of new files since RC2 and RC3. So I wrote a bash script to identify the discrepancies, which helped be immensely and now I have a fully working RC4-based translation. You can download it from the Joomla Afrikaans Translation Project: http://joomlacode.org/gf/download/frsre ... geFiles.sh

Run the script with no parameters for usage instructions. Happy to answer any questions.

Please specify the language concerned and the url where you downloaded the pack.
We are re-organizing now the Translation Matters and all will be clearer in a few weeks.

I wonder if I use an old translation for a new version of joomla does the missing stings appear in default english

I can't believe I am the first person to ever make this mistake, but perhaps.

I uninstalled the en-GB language pack in a hasty decision that seemed to make sense at the time. However, now I need to reinstall it.

I have searched for HOURS looking for the en-GB download and all I can find are references to the fact that it comes pre-installed. This is extremely helpful - unless you were the one idiot that uninstalled it of course

Can ANYONE tell me where to get the en-GB language pack so I can reinstall it??? PLEASE

That's quite easy.
Download a full 1.5.14 pack. decompress locally.
Upload to your server in the administrator and site language folders the correct en-GB folders from the pack.
