You have to change the collation before you install Joomla.

Open your empty database with PhpMyadmin, click on Operations and change the collation.

Is there any way to do this post-install?

If not, can I uninstall Joomla and reinstall and somehow maintain my current settings?

Any information is greatly appreciated.

Thanks!
