French vs English

Need help: On 1.5, the admin setup is ok in french "fr-FR" but the client setup in french is "en-GB".
So, the text is english on login; how to to put it in french? The language folder hold both "en-GB" and "fr-FR" folders. English seem to be by default; where can I setup french language as default?

Go to the Language Manager, click on the tab Site, choose the language French and click on the icon titled Default.

The little star is orange (default) on "fr-FR" on both admin and site. Still not working...

Is there somewhere an .ini file where I could change something?

What is your site's URL?

By installing the French language pack and making it as a default site language, what you would achieve is to show the core Joomla! messages in French. If you see the modules such as Login, you can see the French text in them.

If you have the content in English, it would not show in French. You should have the content in French.
