google Can not connect to the database?

I get an error message which I've never had? I want to install a network, an intranet website and use the course for Joomla 1.5.23 is running on an Apache server and SQL server .... also manages to make a user with password and database name .. so far so good ... I have run through all the steps and when I have completed everything as localhost, username, password and database name comes on the next page following message?
Can not connect to database, error code: Unable to connect to the database: Could not connect to MySQL

Where can this be on?

This really does mean that it can't see the database.

Check the db name, user and pass details if they are correct then it has to be localhost. If your database is not on the same server then localhost will be wrong and you need to give it a correct value.
